Burundi has no seaport, so goods for Bujumbura, Gitega or Ngozi are usually discharged at Dar es Salaam or Mombasa and then trucked, railed or shipped across Lake Tanganyika. Along the way they cross at least one other country. Yet thanks to East African regional integration, Burundi customs clearance is in many ways simpler than the journey suggests: the goods are declared once, in Burundi, and the duties are paid there.
This guide explains how that works in practice, what the cargo tracking note is and why it matters, which documents you need, and the mistakes that most often slow down Burundi-bound cargo.
The Single Customs Territory and Burundi
The East African Community's Single Customs Territory (SCT) changes where and how customs work is done. Instead of declaring goods in the port country, again in each transit country and again at destination, the importer makes one declaration in the destination country. The destination authority assesses it, collects the duties and taxes, and authorises the release of the goods at the port. The port-country revenue authority receives the manifest before the vessel arrives and supervises the cargo until it leaves (Tanzania Revenue Authority explainer (opens in a new tab); Uganda Revenue Authority explainer (opens in a new tab)).
Burundi is one of the partner states applying the SCT. For Burundian importers, the destination authority is the Office Burundais des Recettes (opens in a new tab) (OBR).
Burundi customs clearance, step by step
1. Before the goods are shipped
- Confirm the importer's registration and tax identification with the OBR.
- Ask the supplier for draft invoice, packing list and bill of lading, and check them against each other.
- Arrange the cargo tracking note at the port of loading for sea freight where required.
- Obtain any permits or certificates for regulated goods.
- Decide the route: Dar es Salaam and the Central Corridor, or Mombasa and the Northern Corridor.
2. While the ship is at sea
The shipping line submits the manifest to the port-country revenue authority before arrival. Your clearing agent prepares the Burundi declaration with the final documents: classification, value, origin and the duties due. Lodging it early is the single most effective way to shorten the time the container spends in port.
3. Payment and release at the port
Once the OBR has assessed the declaration and the duties and taxes are paid or secured, release can be authorised. The container still has to be released by the shipping line and the terminal, which means freight and port charges must also be settled.
4. Transit to Burundi
The goods travel under customs supervision to Burundi. From Dar es Salaam, most trucks enter at Kobero/Kabanga; some cargo goes by rail to Kigoma and across Lake Tanganyika to Bujumbura. From Mombasa, the route depends on the border situation at the time. Burundi closed its land border with Rwanda on 11 January 2024, and reporting in September 2026 described it as closed to people while goods continued to move (KT Press (opens in a new tab)).
5. Arrival, verification and delivery
On arrival in Burundi, the goods are presented to customs. If the consignment is selected for a document check or physical inspection, it is carried out before final delivery. The truck then unloads at the consignee's premises, and the empty container goes back towards the port.
The cargo tracking note (BSC/ECTN)
Burundi requires an electronic cargo tracking note for many sea shipments. You may see it called a BSC (bordereau de suivi des cargaisons) or an ECTN. It records the shipment's details before departure and is issued at the port of loading.
Three practical points:
- It is the shipper's responsibility at origin. If your supplier books the ocean freight, write the requirement into the purchase order.
- It must match the other documents. The consignee, cargo description and quantities should agree with the bill of lading and invoice.
- It is hard to fix afterwards. A missing note usually comes to light in East Africa, weeks after sailing. Checking it before the ship leaves avoids the problem.
Documents for Burundi customs clearance
| Document | Purpose |
|---|---|
| Bill of lading or air waybill | Shows the Burundian consignee and final destination |
| Commercial invoice | Basis for customs value; describe goods clearly |
| Packing list | Quantities, weights and package details for checking |
| Cargo tracking note (BSC/ECTN) | Pre-shipment record for sea cargo where required |
| Import declaration | Lodged with the OBR under the Single Customs Territory |
| Certificate of origin | Needed to claim preferential treatment for qualifying goods |
| Permits and certificates | For food, medicines, chemicals and other regulated goods |
| Importer's tax identification | Identifies the importer to the OBR |
Duties, origin and preferences
Duties and taxes in Burundi depend on the goods' tariff classification, customs value and origin. Goods that meet the East African Community's rules of origin can qualify for preferential treatment when they are traded between partner states, provided the right certificate of origin is presented. Goods from outside the region are generally charged under the EAC's common external tariff together with domestic taxes. Because rates and rules change, we confirm the treatment for your goods before you buy.
Burundi clearing and forwarding: who does what
Two roles are involved, and one company can play both:
- the clearing agent prepares and lodges the declaration, pays or secures the duties on the importer's behalf, and deals with customs queries and inspections;
- the freight forwarder organises the transport: ocean freight, port release, trucking, border coordination and delivery.
When the same team handles both, the declaration and the truck move in step. When they are separate, someone has to keep them coordinated. Our guide to clearing and forwarding across East Africa explains the difference in more depth.
Common mistakes in Burundi customs clearance
- No cargo tracking note arranged at the port of loading.
- Declaration lodged only after arrival, wasting the time the SCT is meant to save.
- Different consignee names or tax numbers on different documents.
- Vague goods descriptions that lead to questions or reassessment.
- Claiming a preference without a valid certificate of origin.
- Not planning for border changes on routes that pass through Rwanda.
- Unplanned container returns, which add detention charges.
How Haraka Freight helps
Haraka Freight International provides transportation, warehousing and distribution services in Burundi as well as in Kenya, Uganda, Tanzania and Rwanda. For Burundi-bound shipments we check the cargo tracking note and documents before sailing, prepare the OBR declaration under the Single Customs Territory, manage port release and transport, and coordinate arrival and delivery in Burundi. See our Dar es Salaam to Burundi logistics, Mombasa to Burundi logistics and Tanzania to Burundi services, or read the city guide to Dar es Salaam to Bujumbura freight.
Conclusion
Burundi customs clearance follows a clear logic: declare once in Burundi, start early, keep the documents consistent and secure the cargo tracking note before the ship sails. Get those four things right and most of the delays associated with landlocked imports disappear. If you would like help with your next shipment, request a quote or WhatsApp our team.

Frequently asked questions
Which authority handles Burundi customs clearance?
The Office Burundais des Recettes (OBR), Burundi's revenue authority, which includes customs. Under the Single Customs Territory, the OBR assesses the declaration, collects duties and taxes and authorises release.
Do I pay duties in Tanzania or Kenya on goods for Burundi?
No. Under the EAC Single Customs Territory, goods are declared once in the destination country and duties and taxes are paid there. The port country receives the manifest and supervises the goods until they leave.
What is a BSC or ECTN?
It is an electronic cargo tracking note that Burundi requires for many sea shipments. It records shipment details before the vessel sails and is issued at the port of loading, so it must be arranged by the shipper or forwarder at origin.
Can Burundi customs clearance start before the goods arrive?
Yes, and it should. The Single Customs Territory is designed for the destination declaration to be prepared while the goods are still at sea, so that release at the port is faster.
What happens if the cargo tracking note is missing?
The problem usually appears when the goods are already in East Africa, and solving it then can be slow and costly. Checking that the note exists before the ship sails is far easier.
