Bukavu is the main city of South Kivu and a commercial hub for the southern part of eastern Congo. Goods arriving there by road have usually come a very long way, and many of them started their journey on a ship unloading at the port of Mombasa. This guide to Mombasa to Bukavu freight explains the route, the customs process at each stage, the documents you need and how to plan for a crossing that can change at short notice.

Bukavu's position and what it means for freight

Bukavu sits on the south-western shore of Lake Kivu, separated from the Rwandan town of Rusizi (formerly Cyangugu) by the Ruzizi River. For freight, that location has three consequences:

  1. Rwanda is the natural final approach. From Mombasa, the most direct road route ends by crossing Rwanda from north to south-west.
  2. The final border is Rusizi–Bukavu. All Rwanda-routed cargo depends on this crossing being open and working.
  3. Burundi is close. Uvira and the Ruzizi plain to the south are near Bujumbura, but that is a different approach with its own borders and documents.

The road route from Mombasa to Bukavu

Stage Location What happens
1 Port of Mombasa Container discharged, transit declared, released by Kenyan customs
2 Kenya Road (and sometimes rail) transit westwards
3 Malaba or Busia Exit Kenya, enter Uganda; transit closed and reopened
4 Uganda Transit to the Rwandan border
5 Gatuna/Katuna or Kagitumba/Mirama Hills Exit Uganda, enter Rwanda
6 Rwanda Transit from the northern border south-west to Rusizi
7 Rusizi–Bukavu Exit Rwanda, enter the DRC; import processed

The port is operated by the Kenya Ports Authority (opens in a new tab). The whole road from Mombasa to the Rwanda–DRC border lies within the Northern Corridor, whose six member states, the DRC among them, are represented in the NCTTCA (opens in a new tab).

Customs, stage by stage

At Mombasa. Your forwarder lodges a transit declaration. Kenyan customs releases the container to move inland under bond, rather than importing it into Kenya.

On the road in Kenya, Uganda and Rwanda. Transit trucks on the Northern Corridor carry electronic seals that report their location and any tampering to the revenue authorities of Kenya, Uganda and Rwanda, under the regional cargo-tracking system the World Customs Organization reported on (opens in a new tab) at its 2017 launch.

At each internal border. One country's transit is closed and the next one's is opened. Bonds or guarantees cover the duties that would be due if the goods were diverted.

At Rusizi–Bukavu. The goods leave Rwanda's transit regime and enter the DRC, where the importer's entry is handled by Congolese customs, the DGDA (opens in a new tab). Payment of duties and taxes, plus any inspection, comes before release.

For a deeper look at the Congolese side, read DRC customs clearance for transit cargo.

Documents for Bukavu-bound cargo

  • Bill of lading consigned to the Bukavu importer, with the DRC as final destination
  • Commercial invoice and packing list that agree on values, weights and package counts
  • Transit declarations for Kenya, Uganda and Rwanda, prepared by the forwarder
  • Importer identification for the DRC entry
  • Product certificates or permits for regulated goods
  • Pre-shipment or cargo-tracking documents where your goods and routing require them

Conditions at the crossing

Trade across Lake Kivu's borders has been interrupted many times in recent years for security, political and public-health reasons. In 2026, for example, Ebola measures led to the Goma–Rubavu posts at the northern end of the lake being shut from mid-May for around a month (The EastAfrican (opens in a new tab)). Rusizi–Bukavu traffic can be affected by similar events. Plan Bukavu shipments on the assumption that the situation must be checked on the day of dispatch, and agree in advance what happens if a crossing closes while your cargo is on the road.

Mombasa to Bukavu freight: what to plan before booking

Free time and container return. The return journey for the empty container is long. Ask your forwarder and shipping line about free days and the return depot before you book.

Truck and cargo type. Containers, break-bulk, machinery and perishables each need the right vehicle. Heavy cargo must respect axle-load limits in all four countries.

Who pays what. Agree the Incoterm with your supplier. If you buy FOB or CFR, you are responsible for everything from the port onwards.

Insurance. A route through four countries has many hand-overs. Cargo insurance protects your goods for the whole journey.

Communication. Make sure you have a single contact who can tell you where the truck is and what is happening at each border.

Mombasa or Dar es Salaam for Bukavu?

Bukavu can also be reached from Dar es Salaam: trucks cross Tanzania, enter Rwanda at Rusumo and drive west to Rusizi. That route has one fewer transit country. Which is better for a given shipment depends on shipping line services, port conditions and cargo. See our Dar es Salaam to DRC freight guide for the comparison.

Mistakes we see on Bukavu shipments

  • A consignee name on the bill of lading that differs from the import entry
  • Weights on the packing list that do not match the weighbridge reading
  • Regulated goods shipped before the DRC permit has been obtained
  • Assuming the border will be open because it was open last month
  • Leaving the return of the empty container until the free time has already run out

Each of these is avoidable with a short check before the ship sails and again before the truck leaves the port.

Conclusion

Mombasa to Bukavu freight crosses four countries and ends at a single, sometimes sensitive, border. The keys are consistent documents prepared before arrival, correct transit at every stage, careful planning of the container's return and a fresh check of the Rusizi crossing before dispatch. Frequently asked questions

Which border is used for Bukavu?

Cargo from Rwanda enters Bukavu from Rusizi (formerly Cyangugu), where two bridges cross the Ruzizi River. The specific post and procedure for commercial cargo should be confirmed for each shipment.

Do trucks from Mombasa to Bukavu have to cross Rwanda?

For the usual road route, yes. Trucks cross Kenya and Uganda, enter Rwanda in the north and travel south-west across the country to Rusizi.

How many customs procedures are involved?

Transit entries in Kenya, Uganda and Rwanda, and the import declaration in the DRC. Each transit is opened at an entry border and closed at the exit.

Is Mombasa or Dar es Salaam better for Bukavu?

Both work. From Dar es Salaam, trucks cross Tanzania and enter Rwanda at Rusumo, which can mean one less transit country. Compare the two for each shipment.

What documents should the supplier prepare?

A bill of lading naming the Bukavu consignee with the DRC as destination, a consistent invoice and packing list, any certificates required for the product, and any pre-shipment or cargo-tracking documents required for the routing.
